I would also call for anybody with any expertise in any field to offer their services to Russia. I suggest you either contact yr local Russian Embassy (by paper letter or in person ONLY - no email or phone calls) or take a 2 week holiday in Russia and speak to the Foreign Ministry while there - do not take yr cell phone to any such meetings.
